KUWAIT CITY, Dec 17: Head of the Civil Service Commission (CSC) Dr. Essam Al- Rubai’an issued an official circular to all government agencies, departments, and institutions subject to the Civil Service Law and Regulations regarding a comprehensive approach to addressing the issue of forged academic certificates. The circular introduces an approved form for the equivalency of academic certificates. Dr. Al-Rubai’an provided all relevant entities with a copy of this form, which is the official model adopted by the Ministry of Higher Education. No certificate will be recognized unless it conforms to this electronic form, which represents the official equivalency of the academic degree. He urged all officials in these entities to contact the Ministry of Higher Education directly in case of any ambiguity, discrepancies, or inquiries.

Meanwhile, sources within CSC stressed that the rumors about postponing the nomination of individuals who have refused job offers for a full year are untrue. They emphasized that the information circulating is completely false, clarifying that the Civil Service Council has not issued any decision to postpone the nomination of those who have declined job offers, nor are there any instructions or directives on how to handle such cases.
They explained that nominations are made continuously, based on the actual needs of government entities and in line with the comprehensive employment plan for the 2025/2026 fiscal year, approved by the Civil Service Council. Nominations are made based on the criteria established in the nomination procedures, approved by the Civil Service Council during its 13th meeting of 2024, held on November 7. Priority is given first to those who have not previously applied, then to those who were rejected by government entities, and finally to those who declined to apply. Each new batch of nominations includes a variety of positions currently needed in government entities. This reflects CSC’s ongoing efforts to implement the comprehensive employment plan. The sources emphasized that registered applicants, including those who previously declined, are offered successive opportunities, provided their specializations match the requirements of the government entities.
