Dr. Salem Al-Hajraf, Minister of Electricity, Water, Renewable Energy, and State Minister for Housing Affairs, has issued a decision outlining the employment nomination procedures for the Ministry of Electricity, Water, and Renewable Energy.

The decision, among four regulatory decisions issued by Al-Hajraf, stipulated that all ministry sectors must not approve requests to transfer or delegate newly appointed employees to other sectors within the first five years of their appointment.

It also mandated adherence to the guidelines outlined in the Diwan circular Civil Service 4/2024, concerning job needs recognition in all government agencies under the central employment system.

Furthermore, it specified that the Administrative Affairs Sector and its relevant units should allocate appointees in the ministry based on sector needs, as approved in the Civil Service Bureau’s automated system.

One of the decisions involves establishing a grievances committee for procurement stages, as outlined in Circular 5/2020 concerning the purchasing system for public entities. This committee, led by the Assistant Undersecretary for Administrative Affairs, is designated to handle grievances related to any procurement stage, following the procedures specified in the circular.

Among the decisions is the authorization of the agent from the department to approve forms for reporting a case of abstention, disbursement forms in the Oracle system that the financial controller refrains from signing, and all required documents.

Al-Hajraf’s latest decision is to form a committee to follow up on the procedures for implementing Law No. 48/2005, headed by the Assistant Undersecretary for the Customer Services Sector.
