Deportation for begging

KUWAIT CITY Feb 15: The Ministry of Interior has launched a comprehensive security and service plan for the holy month of Ramadan, including special operations targeting beggars exploiting the spiritual atmosphere in commercial markets and near mosques.

A security source stated that special security teams have been formed to monitor, track, and apprehend violators, to eradicate begging and illicit profiteering, a phenomenon that has grown in recent years. Expatriates holding Article 22 residency permits, including family visa or visit visas, will be investigated to determine the legality of their stay, with potential legal action and immediate deportation. Sponsors found in violation of the law will also face deportation.

The source urged Kuwaiti citizens and expats to report cases of begging or other negative behavior through the central operations room at 112. Security teams will respond immediately, working in coordination with other field agencies.

Surveillance cameras in markets and near mosques will serve as evidence for violations, including public breaking of the fast. Under Law No. 44 of 1968, publicly breaking the fast is punishable by up to one month in prison, a fine of up to 100 dinars, or both.

Traffic and Security Measures
The Ministry has implemented a special traffic and security plan for Ramadan, deploying intensive patrols across main roads, intersections, and high-traffic areas. The goal is to ensure the comfort and safety of citizens and residents, facilitate smooth shopping and religious activities, and enforce traffic and security regulations.

Ramadan Working Hours The Ministry’s departments and sectors will operate from 10:00 AM to 2:30 PM during Ramadan, according to a circular issued to the Head of the Traffic and Operations Sector, Brigadier General Abdullah Al-Ateeqi. The schedule aims to streamline procedures, accommodate fasting schedules, and ease the burden on service seekers.

Key service sectors covered under the Ramadan schedule include:

General Traffic Department (driving tests, vehicle inspections, licensing)
General Department of Residency Affairs
General Department of Service Centers
General Department of Nationality and Travel Documents
General Department of Air and Land Ports (including Kuwait International Airport)
