KUWAIT CITY, Jan 25: Kuwait’s unified government electronic services application “Sahel” on Sunday launched a new digital service for issuing home ownership documents, marking a major step toward fully integrated government services without paperwork or manual applications.

The service, developed in cooperation with the Kuwait Credit Bank, the Public Authority for Housing Welfare, Kuwait Municipality, and the Ministry of Justice, provides a comprehensive digital experience in which procedures are activated automatically once requirements are met, without the need for citizens to submit applications.

Yousef Kazem, official spokesperson for the “Sahel” application, told Kuwait News Agency (KUNA) that the home ownership document issuance service is the second digital service to be launched through the platform. He said the service enables citizens to complete all procedures through smart notifications, without visiting government entities except for contract signing.

Kazem explained that the service reflects Cabinet directives to expand digital government services, reduce paperwork and enhance integration among state institutions. He added that additional smart services will be rolled out through the application to further simplify procedures and improve user experience.

For her part, Kuwait Municipality Director General Manal Al-Asfour said the municipality’s participation in the digital initiative comes as part of efforts to streamline procedures and provide proactive services to citizens. She noted that the municipality’s role includes coordinating the automatic issuance of property description certificates through a single, simple, and immediate step.

Al-Asfour said the new digital process eliminates multiple administrative stages that previously required repeated visits, integrating them into a unified and seamless journey through the “Sahel” application.

Acting Undersecretary of the Ministry of Justice Awatif Al-Sanad said the ministry is proud to be a key partner in the digital transformation underway in the country. She stressed that the main objective of the initiative is to reduce paperwork and limit the need for in-person visits to obtain home ownership documents.

Al-Sanad explained that the ministry authenticates and certifies contracts through notaries public in coordination with the Kuwait Credit Bank, before issuing the home ownership document. She said the procedures strike a balance between legal requirements, speed of completion, and enhanced transparency, while strengthening digital connectivity among government entities.

Meanwhile, Acting Director General of the Kuwait Credit Bank Sultan Al-Dabbous said the bank is proud to participate in the digital issuance of home ownership documents, a process that begins automatically once electricity is connected and guides citizens smoothly until the document is issued.

Al-Dabbous told KUNA that the experience demonstrates that successful digital transformation depends not only on technology, but also on effective cooperation among government institutions. He reaffirmed the bank’s commitment to digitizing its services and working with state entities to launch initiatives that simplify procedures and improve government services.

Deputy Director General for Control and Information Systems at the Public Authority for Housing Welfare, Amina Al-Awadhi, said the service represents a practical model of digital integration, where data is exchanged directly among government agencies, significantly shortening procedures that previously took considerable time.

Al-Awadhi added that citizens are no longer required to submit applications, as the service is provided automatically once technical requirements are fulfilled, describing it as a qualitative leap that reflects a fundamental shift in the delivery of government services.
