New Rules Set for Doctors, Nurses, and Allied Professions in Kuwait


KUWAIT CITY, Dec 23: Minister of Health Dr. Ahmed Al-Awadhi has issued a ministerial decision approving comprehensive general conditions and regulatory controls governing the licensing of medical practice and supporting health professions in both the government and private healthcare sectors. The move comes as part of broader efforts to strengthen professional governance and regulate the practice of health professions within clear legal and procedural frameworks, with the aim of safeguarding patient safety and enhancing the quality of healthcare services.

The Ministry of Health stated that the decision is based on the provisions of Law No. 70 of 2020, which regulates the practice of medicine and related professions, as well as the rights of patients and healthcare facilities. The decision represents a continuation of the Ministry’s regulatory policies aimed at modernizing the health licensing system and unifying its administrative and technical references. These measures are intended to keep pace with rapid developments in the healthcare sector while striking a balance between professional practice requirements and the protection of public interest.

According to the Ministry, the significance of the decision lies in establishing a clear and comprehensive regulatory framework for licensing medical, nursing, and auxiliary health professions. This framework is designed to improve professional performance efficiency, ensure adherence to approved standards, and regulate work mechanisms across both public and private health institutions.

The decision outlines a detailed set of conditions and controls governing licenses to practice medicine in the public and private sectors. These include regulations concerning the professional status of Kuwaiti and non-Kuwaiti physicians, controls for the employment of visiting, assistant, and substitute doctors, and rules governing work permits outside official working hours. It also specifies clear mechanisms for transferring and renewing professional licenses in accordance with established principles.

In addition, the decision regulates licensing requirements for nursing and related professions in both sectors. It defines controls applicable to Kuwaiti and non-Kuwaiti practitioners, outlines procedures for professional promotions and the addition of job titles, and sets out conditions for the suspension or cancellation of licenses when necessary. These measures aim to ensure professional discipline, proper implementation of regulations, and the continued delivery of safe and reliable healthcare services.
